This theory is given by Gary Steward who claims that his father, Earl Van Bet Jr., was the Zodiac killer. He even published a book named The Most Dangerous Criminal Of All in which he presented his theory.
The sketch of the Zodiac killer matches his father. The name of his father also matches the number of letters in the chipper My Name is............ Moreover, he claimed that a handwriting expert is virtually certain that the handwriting matches to the handwriting on the letters.
However, a church official claims that the sample of the handwriting taken from the marriage certificate was actually the writing of a church official. Also, the description of Earl matches only for the Paul Stine murder and not the other murders.

Don Cheney, a friend of Allen claimed that Allen called himself the Zodiac before the killer did. He also told Don that he planned to hunt people with a gun and a flashlight.
Due to this, the police interviewed Allen for the second time during which Allen revealed that his favorite book was The Most Dangerous Game which is a book about hunting humans and was also mentioned by the zodiac in his letters. The police searched his trailer home and found small dissected animals in the freezer, bloody knives, and sexual devices.
In 1974, Allen was convicted of child molestation and spent 3 years in jail. During this time no Zodiac letters were received. In 1987, San Jose inmate Ralph Spinelli spoke to the police and claimed that Allen admitted to him that he murdered Paul Stine.
In August 1991, Detective Gorge Bawart interviewed Michael Mageau- the second Zodiac attack survivor and who saw the Zodiac without a mask on. Michael picked Allen from a line up of photos as the Zodiac killer.
The police searched his home again and found formulas for bombs, constructed bombs, and tapes about the Zodiac Killer. In August 1992, Allen died from a heart attack.
Even though the DNA, fingerprints, and handwriting of Allen didnt match the samples collected, he still remains the number one suspect for the killings of most departments.

In 1970, Kane moved to South Lake Tahoe where a possible Zodiac victim, Donna Lass, disappeared. He worked in the same place as Kane.
On March 22nd, 1970 on Highway 122, Kathleen Johns and her baby took a lift in the Zodiac killers car. When he told her he was going to kill her, she jumped out and escaped. This was later mentioned in a letter by the Zodiac killer. Kathleen picked Kane from a line up of photos as the driver.
