So Here is what had happened. Bihar Legislative assembly has 243 seats and you need a sure win of atleast half of the seats (i.e 122 seats) to make a government. Back in 2015 elections, Mr Lalu's party (RJD) managed to get 80 seats, JDU secured 71 seats ,Congress, with a disappointment ,left with 21 seats. and BJP with 58 votes.So neither of the party could form a government because the seats were not even remotely close to 122. That is when the three parties decided to form an alliance to mandate the conditions. This was done prior the elections and it is termed as "pre pole alliance" . They chose Mr Nitish Kumar as the Chief Minister of Bihar. Things were going smooth till allegations were imposed on Mr Lalu's son and he was accused of a lot of crimes. Being the head of this alliance, Mr Nitish had to put an end to all this and he decided to withdraw his alliance so now that JDU was not in the picture, Congress and RJD were left with 172-71 i.e 101 seats and clearly could not form a govt.
He played smart by forming an alliance with BJP as the sum of their seats could easily help him retain his post. All these transitions weren't as smooth as it looks like. RJD retaliated by asking the Governor to give the party which managed to get the highest seats, the first preference. So they have to clear the floor test at Vidhan Sabha to seek approval of 122 seats and if they fail to do so then JDU will be given the next preference.
